An idea I had for distributing the rules (in the middle of the night recently) is to supply them on a USB memory stick. That'd be an attractive way to sell them - at a show for instance - just bung a few in one's pocket and take them along. You give me the money, I give you a stick!
Of course, the 'package' will consist of more than just the rules. There will also be a printable Quick Reference Sheet - or, rather, three: one for command and movement; one for combat; one for morale. Three because it makes better logical sense, but also because I like text that's big enough to read: it would probably fit on two sides if I really tried, and shrank the text. Incidentally, the best way to print the QRS is double-sided so that, when playing, whichever way you put them down, you can see the information. There will be a copy of the vital deck of cards, supplied in a printable format - probably PDF. The card deck will be fairly 'generic' (red army and blue army) but should contain all the cards you ought to need to play - and some customisable ones. There are also 'army guides', which will be included - perhaps in the same file as the rules, or perhaps in a separate document.
Tomorrow I shall fire up Adobe Indesign, and start 'prettifying' the words and diagrams I've spent so long working on.
